H3983–מֵאמַר–me.mar

That which they have need of, both young bulls, and rams, and lambs, for burnt offerings to the God of heaven; [supplied: also] wheat, salt, wine, and oil, according to the word of the priests who are at Jerusalem, let it be given them day by day without fail;

The sentence is by the decree of the watchers, and the demand by the word of the holy ones; to the intent that the living may know that the Most High rules in the kingdom of men, and gives it to whoever he will, and sets up over it the lowest of men.
